Project Chronicle:
- In October 1997, the Phelex Foundation provided ￥44,000 to start the Rosasco Farm, a sustainable tuition-aid project.
- In Febuary 1998, Rosasco Farm greenhouse for indoor flower and vegetables was completed. In April the water system was connected. Some vegetables and flowers were sold in late May.
- In October, Mr. Rosasco visited the school. He donated ￥13,222 to fund 2 eggs/student/week, and an additional ￥9,720 to rebuid a studnet's family house that was falling apart. He bought a pig for the student's family as well.
- In April 1999, the foundation funded ￥14,700 to start a tea processing factory. The tea factory processed the 1st new tea leaves in May.
- Transparent management of accounting system started seeing results during the project development. Xiabao villagers actively participated in school committee meetings and collectively making desitions on tuition-aid recipients.
- In March 2003, the proceeds paid off ￥443.90 tuition and fees for 29 students and issued ￥788 financial aid.
- In april 2002, Yidu Health Bureau sent 100 bookbags and stationaries in exchange flowers grown by Rosasco greenhouse, which worth of ￥2,500.

- 2003年3月，出售花卉，救助29名学生，发放助学金788元。
- 2002年4月3日，免去贫困学生杨聪学杂费443.90元。另外，出售给宜都市卫生局树苗，价值2,500元，未付现金，给保健书包100个和文具盒一批。
- 透明、公开的财务制度在项目管理方面发挥了重要作用，村民的参与不仅增加了项目管理的透明度，而且使学校和村民的关系更加融洽，优化了学童的教育环境。
- 2000年4月，销售一批花卉，一些贫困生得到了救助。（见统计表）
- 1999年8月，茶园项目开始赢利，当地政府与村民协调，为学校新增茶园3亩。
- 1999年4月，基金会捐赠14,700元人民币建立了茶叶加工厂。
- 1998年10月，捐赠者Mark Rosasco先生访问了学校，捐赠13221元人民币，为下堡小学学生设立了每个学生每周2个鸡蛋、2两肉的营养餐计划，还出资9720元人民币，为最贫困的学生杨世芳的家庭建造了三间新楼房和购买种猪。
- 1998年2月，“Rosasco 农庄”的3间温室花卉、大棚蔬菜和茶园项目建成完工。4月，茶园灌溉系统安装完成。5月，一批花卉和蔬菜出售。
- 1997年10月，惠黎基金会捐赠44000元人民币，建立了以捐赠者Mark Rosasco先生的名字命名的“Rosasco 农庄”助学项目。
